OFFICER VISOR EAGLE SMALL MEYER. This is a smaller variation that may be a bit pre-WWII in manufacture. This has the early cloud border around the stars on the top. skinny wings, and what appears to be the original nut on the back.

The lower tail feathers have the Meyer shield in the center. This appears to be a raised shield.  This also gave the detail on the front help by doing such.
