Tinnie PAPER HJ 1938. Condition excellent. This badge was made of paper to conserve on the use of tin or brass. They did not hold out that well. I think after a few of these times of using these it stopped. Very heavily pressed thick paper stock. Resembles one of the Festival pins but has no mention. Could be Sports.
